refactor(IRouterService): 去掉多余 public 修饰符并新增7个方法签名

- 移除接口方法上多余的 public 修饰符
- 新增: ClearRouterCache, QueryRoutersByDeviceCode, ExistsRouter(2个), GetRouterCount(2个), DeleteRouters
